What Is an Alternate Safety Approach?
An Alternate Safety Approach (ASA) is a formal, TSBC-accepted variance from prescriptive regulations, codes, or standards under the Safety Standards Act. Instead of complying section-by-section with prescriptive rules, an owner or operator proposes an alternative method that meets or exceeds the same safety outcome — and TSBC reviews and accepts it as the new compliance baseline for that equipment or facility.
ASAs are voluntary — there is no obligation to pursue one — but they are often the only practical route when:
